Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. 


Chair Martin called the meeting to order at 2:30 pm. 

Chair Martin performed the roll call. All members were present. 

Committee Member Horstman led the flag salute. 

None.

Chair Martin acknowledged the Committee received a supplemental memo from staff containing public comment for Agenda Item 8.a.

(GROPEN)

Assistant Planner Gropen presented the staff report explaining the project scope, location, and purpose. She also provided details about the available options for materials, colors, and patterns and summarized the feedback from stakeholders.

Assistant City Manager/Public Works Director Bill Robeson and Interim City Engineer Steve Kahn answered questions from the Committee as the project managers. Director Robeson answered questions about the age of the existing tiles to be replaced, future maintenance considerations, and timing of the project. 

Chair Martin opened public comment. Planning Manager Perez read the email from the supplemental memo into the record. No other public comment was received. 

The Committee was supportive of the use of stamped concrete for heavily trafficked areas such as the crosswalks and sidewalk bands. The Committee prefers the use of pavers for the tree wells to improve drainage and minimize maintenance in the event that street trees need to be replaced in the future. The Committee stated a preference for the Brick Red 160 color to be consistent with the character of the Village, the basket weave pattern, and stressed the importance of matching the colors of the bands, crosswalks, and tree wells.

    The Committee recommends to City Council that the project use pavers for the tree wells and stamped concrete for the sidewalk bands and crosswalks. All of the flatwork should be installed in a basket weave pattern and use Brick Red 160 color.

Committee Member Hall informed the Committee that the mural that was considered by the Committee at a previous meeting was installed at 1009 E Grand Ave. 

Correspondence/Comments as presented by the City staff.

Planning Manager Perez informed the Committee the Warren Hoag was recognized by City Council at its meeting on February 28, 2023. 

Planning Manager Perez also informed the Committee the applications for a fifth Committee Member are currently being evaluated and that an appointment is expected soon.
