NOVEMBER 8, 2022 ELECTION MATTERS AND CITY COUNCIL REORGANIZATION

  • Recommended Action:

    Adopt a Resolution declaring the official results of the General Municipal Election held on November 8, 2022, and the final Certificates of the Canvass.

The City Clerk will administer the Oath of Office and present Certificates of Election to Mayor Caren Ray Russom, Council Member Kathleen  Secrest, and Council Member James Guthrie.

The following routine items listed below are scheduled for consideration as a group. The recommendations for each item are noted. Any member of the public who wishes to comment on any Consent Agenda item may do so at this time. Any Council Member may request that any item be withdrawn from the Consent Agenda to permit discussion or change the recommended course of action. The City Council may approve the remainder of the Consent Agenda on one motion.

    Receive and file the attached report listing investment deposits of the City of Arroyo Grande as of October 31, 2022, as required by Government Code Section 53646(b).

    Approve the minutes of the Regular City Council Meeting of November 22, 2022; and the Special City Council Meetings of November 29, 2022 and December 7, 2022, as submitted.

  • Recommended Action:

    1) Accept the project improvements as constructed by Nu Line Technologies in accordance with the plans and specifications for the Wood Place, Farroll/Sandalwood, Sandalwood/Cameron, and Woodland Back Yard Sewer Lining Project, PW 2022-10; 2) Direct staff to file a Notice of Completion; and 3) Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed.

  • Recommended Action:

    1) Receive and file an update of the emergency generator replacement project at the FCFA Station 1; and 2) Adopt a Resolution determining that there is a need to continue the emergency action for the replacement of the emergency generator in accordance with Public Contract Code Section 22050.

    Appoint Council Member Barneich as the Mayor Pro Tem for the next one-year period, pursuant to Council policy.

  • Recommended Action:

    1) Make appointments for the next two-year period to the regional and local boards and committees with Council representation; and 2) Direct the City Clerk to update Fair Political Practices Commission (FPPC) Form 806 (Agency Report of Public Official Appointments) for posting on the City website.

Any Council Member may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council policies and procedures, Council Members may request staff to report back to the Council at a subsequent meeting concerning any matter or request that staff place a matter of business on a future agenda. Any request to place a matter of business for original consideration on a future agenda requires the concurrence of at least one other Council Member.
