Mayor Ray Russom called the meeting to order at 5:00 p.m.

City Attorney Rosen announced that the City Council will recess to a closed session for the following and will report any reportable action at the City Council Regular meeting at 6:00 p.m.:

Mayor Ray Russom called the Regular City Council Meeting to order at 6:00 p.m. 

City Clerk Matson took roll call.

Maureen Sharon and members of the Arroyo Grande Valley Kiwanis Club, led the flag salute. 

City Attorney Rosen announced that there was no reportable action from the following meeting:

CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION

Mayor Ray Russom read the Honorary Proclamation Declaring June 19, 2024 as "Juneteenth Day". Cheryl Vines, NAACP SLO, accepted the proclamation.

Mayor Ray Russom invited public comment. No public comments were received.

No action was taken on this item.

City Manager Downing announced the City was awarded a $155,000 State grant for the Police Department's impaired driving and DUI enforcement; provided an update on the Swinging Bridge Rehabilitation Project and parking options; and congratulated recent graduates. 

No action was taken on this item.

Mayor Ray Russom invited public comment.  Speaking from the public were Paula Mason, Carol Cranfield, Mary Throndson, Patty Welsh, Gaea Powell, Michael Punsalon, and Ethel Landers. No further public comments were received. 

City Manager Downing responded to questions from the public and Council.

Mayor Ray Russom asked the Council if there were any questions or any items to be pulled from the consent agenda for further discussion. There were none.

  • Received and filed the attached report listing investment deposits of the City of Arroyo Grande as of April 30, 2024, as required by Government Code Section 53646(b).

  • 1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ADOPTING A TAX PROCEEDS EXPENDITURE APPROPRIATION LIMIT FOR FISCAL YEAR 2024-2025"; and

    2) Determined that establishing the appropriation limit for FY 2024-25 is not a project subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060, subd. (b)(2)-(3), 15378.)

  • 1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE UPDATING THE FUND BALANCE AND RESERVE POLICY"; and

    2) Determined that adopting a resolution updating the Fund Balance and Reserve Policy is not subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, Cal. Code Regs., tit. 14, §§ 15060, subd. (c)(2)- (3), 15378.)

  • Approved the minutes of the Regular City Council Meetings of May 14, 2024, and May 28, 2024, as submitted.

  • 1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPROVING AMENDMENT NUMBER 1 TO THE JOINT EXERCISE OF POWERS AGREEMENT CREATING THE CENTRAL COAST BLUE REGIONAL RECYCLED WATER AUTHORITY"; and

    2) Determined that adopting the Resolution is not a project subject to the California Environmental Quality Act (CEQA) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378)

  • 1) Approved a Memorandum of Understanding between the City of Arroyo Grande and the Lucia Mar Unified School District (LMUSD) to share the cost of salary and benefits for one School Resource Officer (SRO) position in Fiscal Year (FY) 2024-25; and

    2) Found that approving the Memorandum of Understanding is not a project subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct or reasonably foreseeable indirect physical change in the environment. (State CEQA Guidelines, §§ 15060, subd. (b)(2)-(3), 15378.)

  • 1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPROVING TEMPORARY USE PERMIT NO. 24-004 TO ALLOW THE SALE OF BEER AND WINE AT THE 2024 HERITAGE SQUARE PARK SUMMER CONCERT SERIES AND APPROVING A WAIVER OF FEES; APPLIED FOR BY THE ARROYO GRANDE ROTARY CLUB"; and

    2) Found the action exempt from the California Environmental Quality Act pursuant to Section 15304 of the CEQA Guidelines.

  • 1) Accepted the project improvements as constructed by Electricraft, Inc. in accordance with the plans and specifications for the Five Cities Fire Authority (FCFA) Station #1 Emergency Generator Replacement Project, PW 2021-09;

    2) Directed staff to file a Notice of Completion; and

    3) Authorized release of retention thirty-five (35) days after the Notice of Completion has been recorded if no liens have been filed.

  • Authorized the City Manager to fully execute a temporary construction easement (TCE) for certain real property, more particularly described as Assessor Parcel Number 007-481-011, that is necessary for the Traffic Way Bridge Replacement Project.

Administrative Services Director Valentine presented the staff report.

Council discussion ensued regarding the budget recommendations. Mayor Pro Tem Guthrie commented that he will not be supporting the budget due to the recommendation to include additional staff positions.

    1) Adopt a Resolution approving the Fiscal Year 2024-25 Budget and Making Appropriations for the Amount Budgeted; and

    2) Adopt a Resolution approving the Fiscal Year 2024-29 Capital Improvement Program Budget and Making Appropriations for the Amount Budgeted.

Council Member Barneich congratulated staff for the grant award; and announced there will be a Pride event in the Village on June 22nd.
