Cash Disbursement Ratification

• Recommended Action:

  Review and ratify the attached listing of cash disbursements for the period of July 16 through July 31, 2024.

Approval of Minutes

• Recommended Action:

  Approve the minutes of the Regular City Council Meeting of August 13, 2024, as submitted.

Monthly Water Supply and Demand Update

• Recommended Action:

  Receive and file the Monthly Water Supply and Demand Update.

Adoption of an Ordinance to Implement Housing Element Programs and Finding that this Action is Not a Project Under the California Environmental Quality Act Pursuant to State Guidelines Section 15061

(PEDROTTI)

• Recommended Action:

  1) Adopt the ordinance adding Section 16.52.270 and amending Section 16.82 of the Arroyo Grande Municipal Code (the “Ordinance”); and

  2) Find that the Ordinance is exempt from the California Environmental Quality Act pursuant to Section 15061 of the CEQA Guidelines.

PUBLIC HEARINGS

10.a

Public Art Project for the Repainting of Rancho Grande Basketball Court, Accepting a Donation of Time and Materials, and Approving a Fee Waiver Request

(PEDROTTI)

• Recommended Action:

  1) Adopt a Resolution approving a public art project to repaint the Rancho Grande Park basketball court accepting a donation of time and materials, and approving a fee waiver request; and

  2) Determine that repainting a basketball court is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to Section 15301 of the State CEQA Guidelines.

BUSINESS ITEMS

11.a

2023 Annual Report for the Northern Cities Management Area

(ROBESON)

• Recommended Action:

  Receive and file the 2023 Northern Cities Management Area (NCMA) Annual Report. 

11.b

Community Workforce Agreement for the Traffic Way Bridge Capital Improvement Project

(DOWNING)

• Recommended Action:

  Staff recommends that the Council not pursue a Community Workforce Agreement (CWA) to construct the Traffic Way Bridge Project, based in part on limitations under the Project’s federal funding.

12.

COUNCIL COMMUNICATIONS

Any Council Member may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council policies and procedures, Council Members may request staff to report back to the Council at a subsequent meeting concerning any matter or request that staff place a matter of business on a future agenda. Any request to place a matter of business for original consideration on a future agenda requires the concurrence of at least two other Council Member.

13.

ADJOURNMENT

 

All staff reports or other written documentation, including any supplemental material distributed to a majority of the City Council within 72 hours of a regular meeting, relating to each item of business on the agenda are available for public inspection during regular business hours in the City Clerk’s office, 300 E. Branch Street, Arroyo Grande. If requested, the agenda shall be made available in appropriate alternative formats to persons with a disability, as required by the Americans with Disabilities Act.
