Cash Disbursement Ratification

• Recommended Action:

  Review and ratify the attached listing of cash disbursements for the period of May 16 through May 31, 2024.

Consideration of Adoption of a Resolution Amending the Citywide Combined Salary Schedule and Consideration of a Side Letter of Agreement to the Arroyo Grande Police Officers’ Association Memorandum of Understanding

• Recommended Action:

  1) Adopt a Resolution approving the updated Citywide Combined Salary Schedule; and

  2) Adoption of a Resolution approving a side letter of agreement to the Arroyo Grande Police Officers’ Association (AGPOA) Memorandum of Understanding (MOU).

Homeless Service Grant Agreement with 5Cities Homeless Coalition

(VALENTINE)

• Recommended Action:

  1) Review the proposal from 5Cities Homeless Coalition (5CHC) and authorize the City Manager to execute a Grant Agreement between the City and 5CHC for Housing Assistance Program and Homeless Shelter Support in the City subject to any, minor, technical, or non-substantive changes as approved by the City Manager and City Attorney that effectuates the City Council’s intent;

  2) Make findings that approval of an agreement and expenditure of funds is not a project subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.)

• Recommended Action:

  Receive and file the Monthly Water Supply and Demand Update.

Approval of a Professional Services Agreement for Consulting Services with North Coast Engineering for The Halcyon Complete Streets Project

(ROBESON)

• Recommended Action:

  Staff recommends authorizing the City Manager to execute the attached professional services agreement, subject to minor modifications by the City Manager in consultation with the City Attorney (Attachment 3) with North Coast Engineering (NCE) for design services including preparation of plans, specifications, and engineer’s estimate (PS&E), right-of-way support, construction support, and testing for the Halcyon Complete Streets Project (Project).

Acceptance of the Highway 101, Linda Drive, and Arroyo Grande Cemetery Easement Sewer Lining Project, PW 2023-07

(ROBESON)

• Recommended Action:

  1. Accept the project improvements as constructed by Sancon Technologies, Inc. in accordance with the plans and specifications for the Highway 101, Linda Drive, and Arroyo Grande Cemetery Easement Sewer Lining Project, PW 2023-07;

  2. Direct staff to file a Notice of Completion; and

  3. Authorize release of retention thirty-five (35) days after the Notice of Completion has been recorded if no liens have been filed.

Temporary Use Permit 24-003; Authorization for Closure of City Streets, Use of City Property, and Sale of Alcohol for the 85th Annual Arroyo Grande Valley Harvest Festival, Friday and Saturday, September 27-28, 2024; Location – Heritage Square Park

(PEDROTTI)

• Recommended Action:

  1. Adopt a Resolution approving Temporary Use Permit 24-003, authorizing closure of City streets and use of City property for the 85^th annual Arroyo Grande Valley Harvest Festival and authorizing a fee waiver of $405.30; and

  2. Find the action exempt from the California Environmental Quality Act pursuant to Section 15304 of the CEQA Guidelines.

Consider Traffic Way Bridge Temporary Construction Easement Execution

• Recommended Action:

  1) Authorize the City Manager to take all actions necessary to fully execute the final two, negotiated temporary construction easements (TCEs) and associated deeds for certain real property, more particularly described as Assessor Parcel Numbers 007-482-006 and 006-311-067, that are necessary for the Traffic Way Bridge Replacement Project; and,

  2) Find that the public interest associated with approval of these TCEs outweighs any private benefit.

10.a

Public Art Project for the Repainting of Rancho Grande Basketball Court, Accepting a Donation of Time and Materials, and Approving a Fee Waiver Request; Location – Rancho Grande Park

• Recommended Action:

  1. Adopt a Resolution approving a Public Art Project to repaint the Rancho Grande Park basketball court, accepting a donation of time and materials, and approving a fee waiver request; and

  2. Determine that repainting a basketball court is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to Section 15301 of the State CEQA Guidelines.

Public Art Project; One (1) New Painted Mural and Approving a Fee Waiver Request; Location – 190 Station Way

• Recommended Action:

  1. Adopt a Resolution approving a Public Art Project for a new painted mural and approving a fee waiver request; and

  2. Determine that painting a mural is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to Section 15301 of the State CEQA Guidelines.

Adoption of Resolutions Directing the Levy of the Annual Assessments for the Parkside Village and Grace Lane Assessment Districts and the Arroyo Grande Landscaping and Lighting Assessment District No. 1, Within Tract 1769, for Fiscal Year 2024-2025

(ROBESON)

• Recommended Action:

  1. Conduct a public hearing for the levy and collection of assessments for the Parkside Village Assessment District, Grace Lane Assessment District, and Arroyo Grande Landscaping and Lighting Assessment District No. 1 within Tract 1769;

  2. Adopt a Resolution directing the levy of the annual assessment for the Parkside Village Assessment District pursuant to the Landscaping and Lighting Act of 1972 (Streets and Highways Code Sections 22500 et. seq.) for Fiscal Year 2024-25;

  3. Adopt a Resolution directing the levy of the annual assessment for the Grace Lane Assessment District pursuant to the Landscaping and Lighting Act of 1972 (Streets and Highways Code Sections 22500 et. seq.) for Fiscal Year 2024-25; and

  4. Adopt a Resolution directing the levy of the annual assessment for the Arroyo Grande Landscaping and Lighting Assessment District No. 1 within Tract 1769, pursuant to the Landscaping and Lighting Act of 1972 (Streets and Highways Code Sections 22500 et. seq.) for Fiscal Year 2024-25.

COUNCIL COMMUNICATIONS

Any Council Member may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council policies and procedures, Council Members may request staff to report back to the Council at a subsequent meeting concerning any matter or request that staff place a matter of business on a future agenda. Any request to place a matter of business for original consideration on a future agenda requires the concurrence of at least one other Council Member.
